Data controller - definitions

Data controller  - The data controller is the person or administrative entity (for example a General Director or a Head of Unit of the European Commission) that determines the purposes and means of the processing of personal data on behalf of an institution or body. In particular, the controller has the duties of ensuring the quality of data and, in the case of the EU institutions and bodies, of notifying the processing operation to the data protection officer (DPO). In addition, the data controller is also responsible for the security measures protecting the data.

The controller is also the person or entity that receives a request from a data subject to exercise his or her rights. The controller must co-operate with the DPO, and may consult him or her for an opinion on any data protection related question.
