Rate Setting - definition(s)

Rate Setting - The process by which postage rates and fees are changed under the joint responsibility of the USPS and the Postal Rate Commission (PRC). USPS managers recommend proposed rates for all mail classes to the Board of Governors; with the approval of the Board, the proposed rates are sent to the PRC, which holds public hearings and recommends rates. If the Board finds these rates unsatisfactory, it may modify them by unanimous vote. (Also see Domestic Mail Classification Schedule (DMCS).)
