Data Quality, though, is also an actionable philosophy, as Data Quality can be manipulated up or down, whereby it increases or decreases the value of the data upon which it acts accordingly.

Data quality  - Data quality refers to a set of principles laid down in Article 6 of Directive 95/46/EC and Article 4 of Regulation (EC) No 45/2001. Data quality means that personal data must be:

* processed fairly and lawfully;
* collected for specified, explicit and legitimate purposes and not further processed in a way incompatible with those purposes. Further processing for historical, statistical or scientific purposes shall not be considered incompatible provided that appropriate safeguards have been provided by the controller;
* adequate, relevant and not excessive in relation to the purposes for which they are collected and/or further processed;
* accurate and where necessary kept up to date; and
* kept in a form which permits identification of data subjects for no longer than is necessary for the purposes for which they were collected or further processed. If data are stored for longer periods for historical, statistical or scientific use, they should be kept either in anonymous form only or, if not possible, only with the identity of the data subjects encrypted.

Glossary of Quality Assurance Terms, Hanford.gov, 26 August 2009 11:49:56

Data quality - Data quality is a perception or an assessment of data's fitness to serve its purpose in a given context.

   * Aspects of data quality include:
   * Accuracy
   * Completeness
   * Update status
   * Relevance
   * Consistency across data sources
   * Reliability
   * Appropriate presentation
   * Accessibility

Within an organization, acceptable data quality is crucial to operational and transactional processes and to the reliability of business analytics (BA) / business intelligence (BI) reporting. Data quality is affected by the way data is entered, stored and managed. Data quality assurance (DQA) is the process of verifying the reliability and effectiveness of data.

Maintaining data quality requires going through the data periodically and scrubbing it. Typically this involves updating it, standardizing it, and de-duplicating records to create a single view of the data, even even if it is stored in multiple disparate systems. There are many vendor applications on the market to make this job easier.
